who knows? Hideo Kojima doesn't care much about the ZOE fans. ZOE is being made in HD because all of the metal gear series are, and ZOE is part of the hideo kojima collection, so it's almost mandatory.
The revoltech dolls are inaccurate fan-made designs that are unofficial and not done by Hideo,they're just approved by him so he can make more cash.

I'm pretty much sure ZOE hasn't had anything new in some time because the higher-ups wanted Kojima to milk MGS as much as possible. Kojima has expressed the wish to make more ZOE games, but it just isn't possible if it's not green-lit by the responsibles for it at Konami. Don't forget that Kojima Productions is just a company under Konami's power. Whatever they do must be green-lit by Konami. That is, unless I'm dead wrong on how the company works, which wouldn't surprise me (but, according to the wiki, KP is a subsidiary of Konami, so... yeah).
