I love Valve, but outsourcing development to them will already slow things down, let alone adding "Valve Time" into the mix, which can make one game's development go from five months to two years, not including DLC (which is all the fucking rage nowadays), which could further push the game's "final" development time from one year to sixteen (many Left 4 Dead 2 players are still waiting for "Cold Stream", which has been in beta now for a year and a half).

I was joking, but Capcom outsorced the next Devil May Cry to Ninja Theory, and they are using Unreal3. So maybe it will be moddable.
It is possible that KojimaPro makes a similar decision with Z.O.E 3
So back on topic: if I can dream, I want ZOE HD to let you make VR missions. Maybe even let you script bosses and weapons...

I guess it would be nice, but Konami (KojiPro especially) doesn't have a track record of allowing UGC.

Well, and Nintendo made a good decision by inventing the WiiMote, which Sony eventually ripped off, so maybe they're right.

If you guys want to make your own stuff, I'd recommend talking with helldriver. He and people he knows have been working on a fan game for a long time now and he used to post about it here a lot.
